Guidelines for PwBD Candidates Using Scribe : NABARD Recruitment 2024

Visually impaired candidates and those whose writing speed is permanently affected for any reason can use their own scribe during the online examination, subject to the following conditions:

a. The scribe will be allowed per the guidelines issued by Office Memorandum F.No.16-110 /2003-DDIII dated February 26, 2013, from the Government of India, Ministry of Social Justice and Empowerment, Department of Disability Affairs, New Delhi.

b. The candidate must arrange their own scribe at their own cost.

c. The scribe arranged by the candidate must not be a candidate for the same examination. If such a violation is detected, the candidature of both the candidate and the scribe will be canceled.

d. Candidates who wish to use a scribe must indicate this in their online application. Subsequent requests may not be entertained.

e. A person acting as a scribe for one candidate cannot be a scribe for another candidate.

f. The scribe may be from any academic stream.

g. If, at any stage, the scribe is found to be independently answering questions during the exam, the candidate’s exam session will be terminated, and their candidature will be canceled.

h. Both the candidate and the scribe must provide an undertaking confirming that the scribe meets all eligibility criteria. If the scribe is later found ineligible, the candidate’s results will be canceled.

i. A pro-forma of the undertaking is available on the NABARD website (www.nabard.org). Candidates using a scribe are eligible for compensatory time of 20 minutes per hour of the examination.

j. Only candidates registered for compensatory time will be granted these concessions. Unregistered candidates will not be allowed compensatory time.

k. The following rule will apply to persons with less than 40% disability but having difficulty in writing, as per Section 2(s) of the RPwD Act, 2016:

  • The scribe and/or compensatory time will be granted only to those who provide a certificate from a competent medical authority of a Government healthcare institution indicating that they have difficulty in writing.
  • The scribe’s qualifications must be one step below that of the candidate taking the exam. The candidate must submit details of their own scribe using the form in Appendix-II.

(i) Guidelines for Candidates with Locomotor Disability and Cerebral Palsy : NABARD Recruitment 2024

Candidates with locomotor disabilities and cerebral palsy, where the dominant (writing) extremity is affected (minimum 40% impairment), are entitled to compensatory time of 20 minutes per hour or as advised.


(ii) Guidelines for Visually Impaired Candidates

Visually impaired candidates (with 40% or more disability) may choose to view the test contents in a magnified font. They are also eligible for compensatory time of 20 minutes per hour. However, this magnifying option will not be available to candidates using a scribe.


A. Visual Impairment (VI): Candidates with the following conditions are eligible under this category:

  • Blindness:
    • Total absence of sight
    • Visual acuity less than 3/60 or less than 10/200 in the better eye with best possible correction
    • Limitation of the field of vision to less than 10 degrees
  • Low Vision:
    • Visual acuity between 6/18 and 3/60 in the better eye with correction
    • Limitation of the field of vision to less than 40 degrees and up to 10 degrees

B. Hearing Impaired (HI):

  • Deaf: Person with a 70 dB hearing loss in both ears.
  • Hard of Hearing (HH): Person with a hearing loss of 60 dB to 70 dB in both ears.

C. Locomotor Disabilities (LD): Persons affected by musculoskeletal or nervous systems, including cerebral palsy, leprosy cured persons, dwarfism, muscular dystrophy, or acid attack victims, are eligible under this category.

Eligible categories:

  • OA: One arm affected
  • OL: One leg affected
  • BA: Both arms affected
  • BL: Both legs affected
  • OAL: One arm and one leg affected Persons with OA and OAL should have normal bilateral hand functions.

D. Other Disabilities:

  • Specific Learning Disability (SLD): Conditions like dyslexia, dysgraphia, and dyscalculia that affect language processing and learning.
  • Autism Spectrum Disorder (ASD): Neurodevelopmental disorders affecting communication, relationships, and behavior.
  • Mental Illness (MI): Disorders that impair judgment, memory, and the ability to meet daily life demands.
