C. Reservation for Persons with Benchmark Disabilities
Under Section 34 of “The Rights of Persons with Disabilities Act, 2016”, persons with benchmark disabilities are eligible for reservation. The post is identified as suitable for candidates belonging to the categories of disabilities defined in the Schedule of the RPWD Act, 2016, as notified by the Department of Empowerment of Persons with Disabilities (Divyangjan) from time to time.
a. Orthopedically Challenged (OC) Category
This includes persons with locomotor disabilities resulting from impairment of the musculoskeletal or nervous system or both, including the following:
Leprosy Cured Person – A person cured of leprosy but suffering from:
(a) Loss of sensation in hands/feet and paresis in the eye/eyelid without manifest deformity;
(b) Manifest deformity and paresis but with sufficient mobility in hands/feet to engage in normal economic activity;
(c) Extreme physical deformity and advanced age that prevents any gainful occupation.
Cerebral Palsy – A group of non-progressive neurological conditions affecting body movements and muscle coordination, usually caused by brain damage before, during, or shortly after birth.
Dwarfism – A medical/genetic condition resulting in an adult height of 4 feet 10 inches (147 cm) or less.
Muscular Dystrophy – A group of hereditary diseases causing progressive skeletal muscle weakness, defective muscle proteins, and the death of muscle tissue. It includes cases with missing or incorrect genetic information.
Acid Attack Victims – Persons disfigured due to violent assaults involving acid or similar corrosive substances.
Spinal Deformity (SD) / Spinal Injury (SI) – Without associated neurological or limb dysfunction.
b. Visual Impairment (VI) Category
Only those who suffer from one of the following conditions after best correction are eligible:
Blindness:
(a) Total absence of sight; or
(b) Visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best correction; or
(c) Limitation of the field of vision subtending an angle less than 10 degrees.
Low Vision:
(a) Visual acuity not exceeding 6/18 or less than 20/60, but more than 3/60 or 10/200 (Snellen) in the better eye with best correction; or
(b) Limitation of the field of vision subtending an angle less than 40 degrees but more than 10 degrees.
c. Hearing Impairment (HI) Category
Deaf – Persons with a hearing loss of 70 dB or more in speech frequencies in both ears.
Hard of Hearing – Persons with a hearing loss between 60 dB to 70 dB in speech frequencies in both ears.
