• “Regarding reservation for specially-abled persons under the Rajasthan Divyangjan Rights Rules, 2018:The following categories of specially-abled persons are eligible for reservation benefits:

A. Low Vision (LV) This includes individuals with significant visual impairment that cannot be corrected fully with glasses or lenses.B. Deaf (D) and Hard of Hearing (HH) This category covers those who are either fully deaf or have partial hearing loss that impacts everyday communication.C. Locomotor and Physical Disabilities Includes:

• Cerebral Palsy (CP)
• Leprosy Cured (LC)
• Dwarfism (Dw)
• Acid Attack Victims (AAV)
• All types of locomotor disabilities such as:
  • One Arm (OA)
  • One Leg (OL)
  • Both Legs (BL)
  • One Arm and One Leg (OAL)

D. Neurodevelopmental and Cognitive Disabilities Covers conditions such as:

• Autism Spectrum Disorder (ASD) (mild and moderate)
• Intellectual Disability (ID)
• Specific Learning Disability (SLD)
• Mental Illness (MI)

E. Multiple Disabilities (MD) This includes a combination of any disabilities listed above, as well as disabilities involving both hearing and vision impairment.a) The reserved positions for specially-abled persons are categorized horizontally, meaning that the candidate will be adjusted within their respective category (General/ Economically Weaker Section/ Scheduled Caste, Scheduled Tribe, Backward Class/ Most Backward Class).b) If no suitable and eligible candidates are available for the reserved positions for specially-abled persons, the vacancies will be carried forward as per the Rajasthan Divyangjan Rights Rules, 2018. If the vacancies are not filled due to the unavailability of benchmark-disabled persons or any other reason in a particular recruitment year, such vacancies will be carried forward to the next recruitment year. If, in the subsequent year, no suitable benchmark-disabled person is available, the vacancies will be filled by interchanging categories of disabilities. If no suitable person with a disability is available in that year as well, the employer can fill the vacancy with a person who is not disabled.Applicants who are specially-abled must clearly indicate their category and type of disability in the online application form.Such applicants, who fall under the category of specially-abled persons, must submit a permanent disability certificate issued by the designated medical authority as per the Rajasthan Divyangjan Rights Rules, 2018. According to the Rajasthan Employment Rules for Disabled Persons, applicants with a disability certificate issued by the medical board showing 40% or more disability will only be considered eligible for positions reserved for specially-abled persons.”Educational Eligibility:

• No educational qualification is required for the post of Safai Karamchari (Sanitation Worker).
• A certificate of one year of work experience in sanitation, such as street cleaning or public sewage cleaning, is required in the prescribed format issued by one of the following:
  1. In case of direct employment by the state’s urban body, the Chief Municipal Officer or any other authorized officer designated by them.
  2. In case of employment through a contractor or an authorized agency, the experience certificate must be issued by the contractor or authorized agency and countersigned by the relevant Urban Body’s Senior Manager, Solid Waste, or Chief Manager, Solid Waste. After verification of related documents, at the municipality and municipal council level, the certificate must be countersigned by the Chief Municipal Officer; at the municipal corporation level, the certificate must be countersigned by an officer authorized by the Deputy Commissioner (Personnel) or the Commissioner, who must not be below the rank of Deputy Commissioner.”
